Parents’ Rights In Education is concerned about the disproportionate focus on sexual relations in public schools beginning in Kindergarten. Designed to change traditional sexual and gender norms of society, controversial behaviors are taught to minors, including details of anal and oral sex, mutual masturbation, and gender options. Even in light of known negative physical and emotional health outcomes for sexually active children, and Age of Consent laws, minors are told they have a RIGHT to have sex early and often, that “[e]ngaging in sexual behaviors should feel pleasurable.” Forces role of teaching sex education from parents to school bureaucrats.

2. In the same OSPI Report (Table 3), we observe suicide also increasing! Why? Shouldn't this wide spread CSE education be reducing suicide in the state? It's been in use for quite some time in the urban centers. Perhaps CSE is actually causing this increase? More research is needed before we force everyone to use this material.

Scientific Studies show the brain does not mature until age 25…or later
We believe the lack of cognitive and developmental maturity levels of young people have been grossly overlooked by educators and curriculum authors.
Scientific findings regarding mental and emotional maturity are stunning. Conservative estimates indicate maturity at age 25.
“The car rental companies got to it first, but neuroscientists have caught up and brain scans show clearly that the brain is not fully finished developing until about age 25. The changes that happen between 18 and 25 are a continuation of the process that starts around puberty, and 18 year olds are about halfway through that process. Their prefrontal cortex is not yet fully developed. That's the part of the brain that helps you to inhibit impulses and to plan and organize your behavior to reach a goal.” Sandra Aamodt, neuroscientist and co-author of the book, Welcome to Your Child's Brain.
“We see that motor control, meaning the myelination of the motor pathways, occurs around 15 on average. Then the dorsolateral prefrontal cortex, responsible for cognitive control and executive function, is pretty much myelinated by 25,” she says. “But then you start talking about emotions—and everyone realizes the impact of emotions on cognitive control. They can change how much control you have. So, when you look at the medial and orbital surfaces of the frontal lobe, which some call the ‘social’ brain, the mean age of myelination of those connections between the limbic system and those frontal areas is about 32. That’s a far cry from 18.”
Who decides what is Age Appropriate? Often, students experiment with the very behaviors they are introduced to by CSE instruction. Unfortunately, school districts usually leave parents with only an OPT-OUT of class option, while the majority of students receive and act upon the suggestions found in CSE curriculum.

Grooming Minors for Pedophiles and Sex Traffickers
Teaching sexual consent to a sexual predator (other minors) is like teaching a thief it is wrong to grab a person’s wallet or purse, but acceptable to trick someone out of their money. It fails to address reasons why people commit sexual assault, and helps predators do it in such a way they are free from prosecution. Bottom line, when consent is the only barrier, it becomes more difficult to prosecute sexual predators cleverly following manipulative “consent rules,” claiming consent-to-sex was mutual. The most skilled and prolific perpetrators groom children, manipulating them into a sexual relationship they think is their idea, thus “consenting”.

Parents want real equality in the process. Many are blindsided when they learn their children have been taught ideologies and information they deem inappropriate. This is wrong and biased against these families.
PRIE encourages school districts to provide an OPT-IN policy, not OPT-OUT for courses pertaining to controversial and sensitive materials, programs, and curriculum used in the health curriculum.
Opt-Out puts parents on the defense. Often, even with a request on file, students are exposed to assemblies, outside speakers, and curriculum from which their parents have requested an exemption.
The default has to be OPT-OUT, giving parents choice and peace of mind knowing their children will not be exposed to medically inaccurate, unhealthy and age inappropriate teaching without their knowledge or consent. OPT-IN protects the school and board members from unnecessary law suits if a student is mistakenly exposed to such curriculum. It is a Win/Win for both schools and parents.
Attention to this matter will not go without appreciation and support of our communities, providing real equity for all parents, and students.

Planned Parenthood
Planned Parenthood, the leading provider of abortion in the world, also promotes sexuality eduction K-12 in public schools. They train “educators” often peers, to go into the schools and teach students not only how to have sex, but what to do when there are issues.
“Planned Parenthood teaches students risk reduction rather than teaching children how to have healthy relationships and to date in groups. Risk reduction is simply telling them how to make the high risk safer by using lubrication and condoms. The next step is to make them understand they need to be tested for STD’s every couple months. Abby Johnson, Former Planned parenthood Clinic Director, describes the deliberate business strategy used to access young public school students, creating future abortion clients.
Planned Parenthood, profiting from selling birth control, abortions, STD tests and STD treatment, advocates teaching consent. They tell minors BDSM is okay and fun as long as both parties consent. In fact they were caught on video advising teen girls to watch porn with their boyfriends and engage in different types of sex their boyfriends want.
Planned Parenthood creates and inspires many Comprehensive Sexuality Education curriculums, as well as sexuality freedom websites for youth encouraging them to join the movement and fight for their sexual rights. Their website, www.AdvocatesforYouth.com offers a newsletter, making students aware of activist opportunities such as marches to eliminate the Immigration and Customs Enforcement agency.

Sex change transitioning for minors is the new popular “thing,” now promoted in schools beginning in Kindergarten, promoting risky medical procedures for minors often without parental involvement.
The Federal Drug Administration has not approved pediatric hormone blocking, a relatively new practice, first introduced in the United States in 2007. Even though giving cross-sex hormones, like estrogen to a boy is also not FDA-approved, these so-called hormone treatments are now offered in Planned Parenthood clinics.
Celebrations of grade school student transitioning, like the third grader in West Linn, Oregon are becoming common. If the parent chooses, soon this 8-year old boy will be given hormone blockers to avoid going through natural puberty to become a man. The treatment is irreversible.
In his book, When Harry Became Sally, Ryan Anderson shares the results of a study examining the risk of suicide among transgender teens, confirming they attempt suicide more frequently than adolescents, generally. The study assumes the unproven belief that all gender identities are equally healthy and fixed in all children and teens.
This is an ideological premise touted by professional medical and psychiatric guilds, not scientific fact. Evidence suggests that sex reassignment surgery does not improve rates of attempted suicide.
The study also offers no proof that these radical therapies…will prevent adolescents from attempting suicide. The result of this will be scores more children needlessly sterilized, placed on toxic cross-sex hormones, and maimed by mutilating surgeries as early as age 13,—none of which have been proven to prevent suicide in the long term.
There is no medical path to achieve REAL gender change. It is scientific fact individuals are born with permanent DNA in every cell of their body, either male or female. Biological-birth sex, even with surgical alteration of body parts, and opposite-gender hormone treatment, is unchangeable.
There is another possible explanation for the high suicide rates that has received little attention. As Ray Blanchard and J. Michael Bailey, two LGBT affirming psychologists, have pointed out, it is quite possible that underlying traumas, mental health, and personality issues combine to cause both gender dysphoria and suicidality in vulnerable youth.
There is reason to suspect this may be especially true for girls. Multiple studies document a dramatic rise in adolescent gender dysphoria throughout the Western world that is particularly prominent among young women. Many of these young women have a history of severe psychopathology or a neuro-developmental disability that predates the onset of their gender dysphoria.

- Why are we allowing children (can't drive car/ buy a gun/ drink alcohol/ join military) to make a decision about their sexual preference before their brains are mature?
- Hormones harm the body and neuter the child.
- Gender Transition requires a lifetime of medical care, much like a diabetic. Is that the future we want for our children when they may just be confused?

Parents are irate after finding out, via social media, that West Linn High School allowed pornographic materials to be used via zoom, during a distance learning class this week.
In a module of "Healthy Living", a class was presented by Clackamas Women's Services titled "Pleasure vs Pain". The class is intended to educate students on healthy touch and pleasurable sexual experiences, versus being able to recognize pain in a sexual partner. The Center has helped many women heal after domestic abuse, and sexual trauma, but parents say this content is taking it too far.
Dayna Dague-Morales, a mother of WLHS student feels outraged, and betrayed "This is unacceptable and infuriating, an education system turned joke, and a total abuse of our tax dollars. I want my child out of public school now". She goes onto add that her student was even disgusted, and left feeling embarrassed, both question when education on a particular subject crosses the line, into becoming the exact unwanted subject matter, being taught.
"At what point does it become sexual misconduct itself, when teaching about these topics", "At what point is far, too far?" Asks Suzanne Gallagher the Executive Director of Parents Rights in Education. "We try to get parents involved when the concept is still on paper, being presented to our school boards, unfortunately, most do not take notice until content is already implemented, at which point it's already too late". The 501(c) was created after various court rulings that have systematically removed parents rights, and the importance of family values in the educational system. The teachers unions have strong armed the judicial system into turning out "in loco parenti" adjudications, like the famed Palmdale ruling, which gives the school full legal guardianship once a child walks through the front door. Gallagher is not surprised by the content "If parents are shocked by this content, they're not paying very close attention, Oregon has an obscenity law that expressly exempt teaching institutions from liability, due to content that would put any parent behind bars, for child endangerment.".
Exceptions to obscenity laws apply to schools, museums and any institution that would show vulgar or X rated content to minors, if done for educational experiences.
Lori Blain is another parent to a West Linn High School student, and says she's "Irate", "I fully intend on taking this to the school board, along with other parents. There will be hell to pay".
In the 2019 long session the Oregon legislature passed, and Governor Kate Brown signed SB 155. The bill titled "Sexual Misconduct Reporting and Investigation" was introduced after a reported incident occurred within the Portland Public School District. Oregon law 339.388(2) requires that a designated licensed administrator report to the department any incident of suspected sexual misconduct involving a student and a non-licensed school employee, contractor, agent, or volunteer. According to the bill language, anyone can submit a report.
West Linn High School is said to have not properly vetted the material prior to its use in the zoom class. The School has been contacted by Northwest Observer, as well as the School Board, without a response, a public statement has yet to be made. We've also reached out to Clackamas Women's Services to request the full class, and Power Point presentation for context. At the time of this report, a response was not given by either the School or the third party contractor.

CONFIDENTIALITY from Parents
Even though GLSEN Gay Straight Alliance (GSA) Clubs are popping up in Middle and high schools by the hundreds, no one questions their purpose. School Districts subscribe to keeping student confidentiality from their parents. GLSEN created a policy for that specific purpose:
"School staff shall not disclose any information that may reveal a student’s transgender status to others, including parents or guardians and other school staff, unless legally required to do so or unless the student has authorized such disclosure.”
